CIP declined for APL because APL households were included under NFSA, where distinction between prices of cereals for APL and BPL were done away with.
Sale realisation declined because of diversification of food habits. Food expenditure increased for households.
May be I'm wrong.

1.The CIP is declining because the categorization of APL and BPL are done away under NFSA and the Antyodaya CIP are uniformly applicable to all beneficiaries.
2. The sale realisation means getting money after selling a commodity. Its declining because the price of food grains is too less for getting any benefits from it. It is just 1/2/3 rupees for coarse grained, wheat and rice.
I think this is the reason for this question.
Another conceptual doubt in Economics: Why do Central government debt liabilities under External Debt head include External Commercial borrowings (ECB) of PSUs and private companies?
Its overall external commercial borrowings for India not for Central Govt. Central Govt borrows lesser than private companies for external markets.
Sale Realisation = Products Quantity Sold x Price per unit.
The lesser CIP implies more products sold.
However, the net result (that is the multiplication) decreases as the amount sold does not increase sufficiently enough.

I was just saying between Wiki and Hindu, Hindu is more reliable. But for this NCERT will be most reliable.
