@ManchesterUnitedwhat if question is something like attorney general? Content available with most candidates would have been sufficient to fill two pages (best case scenario). Leaving a page blank in this question allows one to save time and devote it to other questions where content is more. Marginal increment of marks in such questions is close to nil after a point.
Any case, it's my personal opinion. I haven't cleared this exam yet. So feel free to ignore this piece of my mind.

It's not illogical my dear brother. Two pages or 200 words is more than enough for some who use less of words like is, are, the, and etc. Filling pages is immaterial. 250 is maximum limit and not minimum limit.
