@Dipmy first thoughts after reading that question also took me in that direction. I recalled the term development industry and process in the syllabus.

Bc i wrote niti aayog governing council team india collaboration aamong various ministries states and centres implementing development agenda of nation...i inferred very differently from all of the above

@Raja123I also gave some examples on those lines ; like swacch bharat mission is more successful because of collaboration between urban ministry, drinking water and sanitation ministry etc; or need of collaboration between SPVs and local government for success of smart cities !!

"cooperation among various service sector " bhai isme NGO/SHG koi kaise guess kar sakta hai? These sort of questions bring in extra layer of unpredictability in the exam.

No point of crying now , I bet many who would end up in top 10 would have also taken service sector literally

@ManchesterUnitedi took pessimistic stance...explianed for two pages ki what collaboration and team spirit can do..even put a line on multilevel planning in this ...my approach was ngo are still.playing secondary role with primary role being that of welfare state....so there is invrease in corruption and inequitable development...mentioned 6th plan recognizing role of ngos..and niti aayogs Team india portal which invites ngo as collaborative partners.... not case study nor examples..
