Good Answer ! Just make a flow chart diagram as its a chronological question.


Also try to use Locus-Focus typology of N Henry / Discipline vs Professional changes etc. 


Further you can talk about how initially pub adm varied as per changes in American Ecology mainly - but later post CPA its response ecology has turned global. 


Also You can briefly DRAW about Indian Administration changes in last many decades !


Finally give it a current touch and tell how Pub Adm is expected to change POST-COVID19 emergency and how it rebrought focus from Market to Govt bureaucracy as a prime actor of governance !

@Amarbabu I would have begun this answer with a definition of PA. Like it is systematic and detailed implementation of public law or public policy. As it remains in constant interaction with the environment, it gets influenced. Thereby it has to be contextual. 

A line diagram marking transition from one phase to other. And a detailed explanation with examples like WW-I and industrial efficiency, and later on humane aspects etc. to impact of digitalisation like m-governance, e-governance. 
Plus examples from Indian administration like regulation, de-regulation and re-regulation stages etc. 

The concerns of PA impinges upon it to remain contextual so that it maintains a permanent locus and focus.

Good try. Basic understanding ok. How u can improve :


1. Too lengthy irrelevant bhoomika initially. Just one two lines on Weberian bureaucracy and it's need as BEST WAY at that time.

2. Clearly define Bureau pathologies with concrete examples and why this criticism later and HOW IT DENIGRATES COMPETENCE OF ORGANIZATION for ex by limiting talent pool of lateral entrance or too much formalism or redtapism or excessive centralisation or non dynamic in Development Admin ecologies etc


3. Then directly give examples like from American Admin / R Brianbanti study / Riggs Salacracy / Public Choice Theorists / RIGO / NWS/NPG etc. 


4. Finally give suitable examples from Indian experience and how it denigrated effectiveness of bureaucratic policy programmes etc You can link Single window, RTI and CC kind innovations to cure such bureaupathologies !


5. Finally a brief COUNTER PERSPECTIVE about utility of Weberian bureaucracy and need of suitable structural-behavioral reforms in it like Development Bureaucracy concept. End on optimistic positive tone.

Hello friends and seniors. I am reading Public Administration syllabus for paper 1 presently. I understand that studying multiple times thoroughly will enable better comprehension of the concepts.


However, when I see questions posted in this thread and old questions etc., I feel totally lost.


Some questions appear to pit thinker against thinker. Some questions ask a concept from one thinker with the expectation to deal with the thinker as well as overall public administration. Sometimes it is difficult to find what topic a question is from!!


So, how do I get at the level of understanding what the question is asking, and how do I actually answer the questions?

Yes, I missed major points like thinkers Philip Selznick, Robert Merton, Alvin Gouldner, Parkinson law etc. I am still finding way to bring more examples and data figures flowchart etc. Thank you for pointing mistakes and showing the way.

What the other way around to frame Chester Bernard wala question, he himself gave generalistic and Lukmaan marked it moderate category. I couldn't find linkage. How can we approach that question. 1(d)
