While issuing the EWS certificate.. if the land rights are in the name of late grandfather, then the landed property will be devolved to his legal heirs only if there is a formal partition deed or a partition suit clearly showing the share of each legal heirs. If there's no such deed or suit, and the land rights still hold the name of the late grandfather, then the applicant's father (say you are the applicant and your father is one of the legal heirs of the late grandfather) has no share. 
However, the discretion lies with the authority issuing ews certificate. 
For ews three things are primarily checked - annual family income, family landed property details and the caste of the applicant.
Several states have e-service certificates delivery mechanism, to apply for ews you may visit your state's portal and apply for ews certificate with the tehsildar of your tehsil. None below the rank of tehsildar can grant it.

Ews certificate for this fy 2020-2021 will be based on the annual family income of the preceding year 2019-2020.

As far as my knowledge is concerned, if a candidate is into services(state or centre) and yet his /her annual family income is less than 8lac pa(as fixed by the financial rules of the state/Central government based on the upsc rules or state psc rules) , he /she is eligible for ews.

I have no clue about the salary during leave(eol), or anything you have questioned in the first part and how it impacts ews category. 

Family includes only applicant, his /her parents, his/her minor siblings, spouse and kids(if married).. So grandfather isn't included in the definition of family as per ews circular.

Annual Family income of the preceeding year..  If one is applying for ews for fy 2020-21, then income accounted for is 2019-2020. ( logically if you are applying for ews 2020-2021 I. E. from April 2020 to March 2021, one's annual income is yet to be  determined for this year (this Aug to next yr March) , thus preceeding year's annual family income) 

I am afraid, no clue at all about the 2nd part of the question. Will let you know if I have such info.

Tehsildars are primarily revenue officers, however they have been assigned several duties in developmental activites.

Say in Odisha, the revenue department is called Revenue and Disaster management dept. Be it Amphan or Fani, a Tehsildar becomes a Disaster management officer and keeps an eye on cyclone shelters/fooding arrangement/ DM plan.

Similarly, during covid management they act as incident commanders and do mask enforcement.
While doing liquor raids with excise department they operate as Executive magistrates. 
The work of a Tahasildar is primarily land related activity -  mutation, conversion of agricultural land to non - agricultural land, partition of land between co-sharers.

Tehsildar is the custodian of the land of the State government. Tehsildars issue miscellaneous certificates e.g Income, caste, EWS. Court of a tahasildar is a lower court, SDM's Court is a higher one. If a certificate is rejected by the tahasildar, then the aggrieved may appeal it in a higher forum (here SDM) and get it approved there.
So, primarily the administration in states is shifting from revenue to developmental, thus Tehsildars are taking up a variety of profiles.
