@DrS You looked at question number 40 instead of 41.

@ranahere999 see. I think, in Bharat Ratna award, there is no exception, which says, it can be confreed to more that 3 people in certain circumstances.
Meaning, if at all it had been conferred to more that 3 ppl at a time it can be considered as an exception.
But the rule says, it can be conferred to not more than 3 people.

Whereas, Sardar patel award, the rule itself makes an exception, that it can be conferred in certain cases (though rare and exceptional) posthumously. 
So, the third statement of q.41 cannot be ruled out completely according to my understanding.

Though ive never read that coal gassification plants have increased in India. 
I'd like to know whether or not that statement is incorrect, and  how.
I couldn't find any relevant information pertaining to that.

In ques 19 test 19

Freedom to enter into academic collaborations with other institutions inside the country is not a specific benefit w.r.t Institute of Eminence scheme since it's in general available to all UGC recognised institutions.

Rather IoE tag gives freedom to collaborate with international institutions.

Plz rectify.

@Lighthouse coal gasification plans Have not been set up in recent times in large numbers..
Infact Government is planning to setup Coal gasification plants in abandoned projects and coal mines.
And india is working to get into collaboration with US for such technology.

Meanwhile in September 2019 Government has awarded Lump Sum Turn Key (LSTK) contract for Coal Gasification Plant PF Talcher Fertilizers Limited to M/s Wuhuan Engineering Co. Ltd, China as a part ofmeasures to revival closedunits of Fertilizer Corporation of India Ltd. (FCIL) and Hindustan Fertilizers Corporation Ltd (HFCL)

Regarding option 2 in Ques 41.. Carbon dioxide is not present in large amount.

Since you're not conducting discussion for current affairs tests, please share your solutions (with sources) for the same at least. One gets exasperated trying to understand why certain answers/statements are considered incorrect. In the discussion, at least 100 people realize the rationale behind the same and could help others out (theoretically), without one, we all are doomed to run like headless chickens, trying to prove or disprove your answer key.


Also, changing the sequence of words in a statement can make it incomprehensible and can often lead to different interpretation of the same. For Example-

Q13.Statement2- The MHRD would recognize a number ofstartup companies for developing technology EdTech companiesthrough a ppp model.

I totally misinterpreted the statement and ended up marking it incorrectly, because it had ambiguity. I agree that it could be a personal mistake, but please focus on making coherent statements.

Similarly in one of the history exams, the statement said that Muslim League covertly started Direct Action Day on 16 Aug 1946. Covert by definition implies stealth and secrecy. ML explicitly stated they will start Direct Action Day. How would this becovert

Reference to EdTech and startup initiative is clearly given Here.

Exactly copy of the statements are rarely given by UPSC.

And w.r.t Question of Direct action Day.. theprocess of coming to the decisionregarding such declaration was covert.

I don't believe UPSC gives grammatically incoherent statements. Startup companies for developing technology edtech companies could very well be interpreted as MHRD and Start up coming together to create an EDtech company.

It doesn't mention startup companies at all. 

It's a minor issue most probably and it might feels nitpicking. But it does make a difference in the interpretation.

@TH14 Hmm.. "technology EdTech" seems weird.

"The objective is to use Artificial Intelligence to make learning more personalised and customised as per the requirements of the learner. This requires development of technologies in Adaptive Learning to address the diversity of learners. There are a number ofstart-upcompanies developing this and MHRD would like to recognise such efforts and bring them under a common platform so that learners can access it easily."

And yes it does makes a difference in interpretation. :)

eNAM is a platform for better pricing for agricultural produce..... which make agriculture a profitable business for farmers.... thus they invest more & require more credit to invest. Thus boost.....simple

@mr_riteshyadav633 okay but I am not sure if this is the explanation. In this way one can link any scheme with say boosting agriculture credit for the sake of proving a point right. ( For eg - soil health card reduces farmers expenditure in terms of fertilizer use efficiency thus agri becomes profitable ->more investment ->more credit !! )
@root is this the correct explanation or are we missing something ?

As is the case with Interest subvention which leads to ultimately more amount of disposable income(money or credit) available with the farmers i.e by reducing interest burden on Loan availed by the farmer.

Similarly, eNAM leads toBetter Price Discovery for the farmers. Now the farmers who usually had to sell at low price due to regional variations in price between markets get access to Better Price Discovery for their produce thus increasing their income and they can invest that in next cropping season without having to resort to exploitative means.

Note that Credit need not necessarily be associated with Banks and Loans(that isInstitutional Credit),rather it's the capital availability with farmer in the times of need.(Overall agricultural credit)

@Aks07 actually right.... sometime things are not written word by word.... the example you put actually boost credit.... though may be you not find the text specifically on that but link it like that..... if firtilizer cost is removed this will surely reduce the cost of production and if cost reduces Demand increases and to meet this growing demand more production is required and more production require more investment/fund.........
So u can't say that soil health card not boosting the agriculture credit......
Try to simplified the things..... 
Here I saw people deliberately try to make problem more complex which is not required.... keep the things as simple form as they may be....
