In the whole document, "local migration" doesn't appear even once

@Tejasjv I don't know what the final answer would be.......But IMO why would the paper setter ask about local migration not being included, unless the pact specifically says that local migration is out of bounds....why would he even think of this option then...........my counter question is, where is it written ANYWHERE on the net that local migration is NOT included?............why would this option strike him Unless there is some news or explicit mention of Exclusion of Internal migration.....

The official page says objectives include migration @ local, national, regional and international levels......I don't know what is the meaning of local here, then.......

I am not going to argue what the paper setter thought. I can never know.

Coming to the document, I went through it....and could not find 'migration at local level' anywhere. Can you please point it out for me?
I could only see things like "local authorities" or "achieving SDGs at local level".

Global Compact

The Global Compact for Migration is the first-ever UN global agreement on a common approach to international migration in all its dimensions. The global compact is non-legally binding. It is grounded in values of state sovereignty, responsibility-sharing, non-discrimination, and human rights, and recognizes that a cooperative approach is needed to optimize the overall benefits of migration, while addressing its risks and challenges for individuals and communities in countries of origin, transit and destination.

The global compact comprises 23 objectives for better managing migration at local, national, regional and global levels. The compact:

I am sorry to say this. But GCM appears to be concerned exclusively with international migration. And it looks like it does not wade into how countries manage internal migration. Thanks for finding the document, but in the document too there is no mention of internal migration.

FYI, even I have marked A.

@seesat managing migration at Loca region etc level... international migration ko local level par manage karne ki baat horahi..
Internal migration is sovereign function of nation... international law generally sovereign functions ko enchroch nahi karta ye janna chahta tha paper setter..

BTW guys,

the question about money bill and finance bill.....all the coaching institutions are going overboard and giving A as answer. In the hindi version of the question, they have used "vittha vidheyak" which means financial bill.... Though the english question can be interpreted in different ways , the hindi version is pretty clear. So the answer would be C. All three.

This is the only question I would contend with, vis a vis Forum's key and Vision's key.

(Above image is of Commitment - 1 of GCM)

Internal Migration Question -

Commitment 1 of GCM mentions - "INTERNALLY DISPLACED PERSONS". Coincidentally Prelims question also mentions that - "GCM addresses internal migration or "INTERNALLY DISPLACED PEOPLE"  in it's commitment".

I think question has been lifted from here as it has high degree of language similarity.

Below is the link for the same (screen shot attached as well) -

Wo Jo section me likha hai wo objective nahi hai...us list me remittance bhi likha hai...toh ye remmitamce ko regulate karna bhi eska objective thode ho jayega

Kaha likha hai internal migration?m unable to see

Guru Question dekho Prelims ka - Question me likha hai internal migration "OR" internally displaced people. "Or" means internal migration ya fir internally displaced people dono me se ek cheej bhi mentioned hogi GCM commitment ya objectives me to correct ho jayega statement.

Comitment - 1 me its mentioned - Internally displaced persons.

I have attached screenshot of the same. Same could also be verified upon visiting the link that I have provided.

In addition to it -

Objective mentions - Local migration.

Commitment mentions - Internally displaced persons.

Yahi pucha hai question me. I don't think UPSC examiner would be more direct than this. Now after reading this atleast I have no doubt about the question.

@Tejasjv I also want All 3 to be correct there...........In the exam I thought that finace bill has to be passed in 75 days thus JS becomes necessary............are you sure all 3 are correct?

@Tejasjv Probably, it would get cancelled. Differences in Hindi and English translation.

yup

in that question.........it is only a question of interpretation.
Do you consider "finance bill" as only article 110 or......as an umbrella term for article 117(1), 117(3) and article 110.

There are many many many...( I mean sooo many places where it is used as umbrella term). I can show u atleast 50 instances where it is written "every money bill is finance bill......but not every finance bill is money bill". I mean even in official sources like prs website.

Now....looking at the hindi version, in the constitution itself......article 117 is called vittha vidheyak........so, since english key cannot differ with hindi key.., upsc is going to either consider it so, i.e all three correct......or realise they have confused the aspirant and consider both interpretations as correct.

There is no doubt about this question. It is definitely 'All three'. If upsc is kind enough....they could consider the confusion and consider both options as correct.

They should have just mentioned the articles in the question.

@Tejasjv Financial bill to pkka hi hai .......just asking ki Joint sitting NECESSARY hai ki nhi.............I've marked all 3..........ye joint sitting being necessary ka koi acha explanation hai?

2.5k views

yeah.....if the interpretation for 'finance bill' is financial bill.......then its like ordinary bill no......joint sitting needs to happen in case of deadlock.
