I do not remember exactly but shayad one of the writer duo died before the ending and the other one did not want to end it out of respect or something. Later I believe in some movie it was ended as a story but episodes are still churned out. Many fan made endings are there online though!

@Caesar lol. I guess all of Tokyo must've been doing that all the while when doraemon was in that city. a 22nd-century advanced robot lives with a school-going boy, helps him when so many devices crafted in the future, and still no gives a flying Dora cake to that fact. :D
