At max it will require change in DAF-2 Format of the Service Prefer column, which requires a minor IT tinkering. But its India, anything can cause delay.
@NadigVinay2 years ago Railway board had made recommendation to induct all officers from Engineeering Services Exam. May be all vacancies will be transferred to Engineering stream.
@abhinav23raj436PIB release clearly states that recruitment will be for both engineers as well as non-engineers. So I believe that recruitment will be done through both ESE as well as CSE.

(iv) Merge Electrical & Mechanical cadres, merge IRPS (Indian Railways Personnel Service), IRTS (Indian Railways Traffic Service) & IRAS (Indian Railways Accounts Service) cadres.
@abhinav23raj436So possibly this merging would only affect SAG and above officers. And entry level domain specialisation of IRTS, IRAS, IRPS would continue uninterrupted, may be just with a name change to IRMS.

@NadigVinayone point, don't think the details of it(merger) have been worked through completely, and Railways have already forwarded the list for this year vacancies, i think it would be applicable from next year, or one another year

Not sure what they mean with "ex-cadre" in this context. May be it just relates to more inter-cadre postings for generalist posts among different railway departments.
