The manner of filling seats in the Council of States is given by RPA 1950 so in constitution it says the seat allocation. 

Doesn't parliament set the method of election in states ??can someone clarify this please

With Option 1 I know singapore is the highest. Have slightest doubt in US being 2nd. But I think itna confusing nhin kregen.

@sstarrr @D503  motabhai got heavy US investment last year that's why it is there in this list but still at second. 

Why was Gujarat well known? It was second from past 2-3 years, behind Maharashtra. 

Also, what were the top sectors receiving FDI? Shraddha ho toh 

It was not second, it was first from last 3-4 years. 

1. this report says Gujrat has been at the top since last 3-4 yrs

2. Maharastra and Gujrat were close competition  - somewhere down the memory line I read somewhere the Gujrat attracts most FDI

Reasons I could decipher is :

1. Vibrant gujarat summit

2. New GIFT centre : even though its not working ekdum efficiently but then its there 

3. Business environment in Gujarat
