 Article 54 of the Indian Constitution clearly state that 'Election of President The President shall be elected by the members of an electoral college consisting of the elected members of both Houses of Parliament; and the elected members of the Legislative Assemblies of the States''.  As per Jammu and Kashmir Reorganisation Act 2019, the 4 sitting MPs in RS and 5 sitting MPs in Lok Sabhafrom the State of Jammu and Kashmir will deem to be elected members from the UT of Jammu and Kashmir.  

Hence elected members from Jammu and Kashmir will vote in Presidential elections. And yes now 3 UTs will have legislative Assemblies.

@Patrick_jane  Given the uncertainty of UPSC it's better to be prepared for all. Since it's December and the chapter is hardly of few pages you can go through it once. It will help in comparative analysis of the ground-level situation pre and post-Jammu and Kashmir Reorganisation Act 2019.

Just double checking ? In the book it was written Absolute majority similar to the vice president ; last time it was wrong.

@Anshhhh In proportional representation all parties which stand in election get seats in proportion to their votes.
Parties don't show individual candidates, rather there is a roster of 10-20 candidates from each party, for let's say 20 seats.
For example, there is roster of candidates which include Rahul Gandhi, Scindia, Sachin Pilot, Sonia Gandhi, Manmohan Singh, Kamal Nath, Captain Amarinder Singh etc. Now congress receives 1/5th of the total votes, so they get 4 seats. In those 4 seats, congress can install any of their 4 candidates. 4 seats go to Amarinder Singh, Sonia Gandhi, Rahul Gandhi and Manmohan Singh. It doesn't matter if people had voted with Scindia or Pilot in mind.

In this manner, the party takes precedence over needs of the voter. I hope you understood.

w.r.t Question no 32 of test 8..

in statement 1.. i.e "President of India can give Special address to both the houses of the parliament under article 86 of the constitution" is marked as incorrect in answer key.

According to Article 86..

Article 86(1) of the Constitution provides that the President "may" address either House of Parliament or both Houses assembled together.

so why has it been marked incorrect since the word "Can" has been used in the statement and as such the it is a general statement. And the statement 1 can be interpreted as a sub set of the above provision unless mentioned otherwise specifically.

Plz clarify..

Option 1 states that " The question hour is mentioned in the Rules of procedure of the lok sabha." which is deemed incorrect as per answer key.

However "Rules of Procedure and Conduct of Business" is in itself a Same document as published by Lok Sabha.. and as such mention of the Question hour can be found in both sections of the document. 

and laxmikanth writes in "zero hour" that unlike question hour,the zero hour is not mentioned in Rules of procedure.. and it does not automatically imply that Question hour is not mentioned in conduct of business.

I think it should be C) 2 only->should be registered as an elector of a parliamentary constituency.( As per RPA 1951, qualifications for membership of parliament Laxmikant 

Q23. Answer given is c) 2,3&4 are correct, it should be D) 1,2,3&4as per me, since option 1 is a registered voter in Delhi can contest an election for lok sabha from Sikkim, which is also true

@Chanakya for question 18) it is asked regarding constitutional qualifications but those options are mentioned under rpa act.

Citizen
Age 30
Oath.

anD w.r.t Question no 18.. the Question is asking specifically "mentioned in the Constitution" and that option 2 is as per RPA 1951.So answer given is correct i.e D
