As perthe Coinage Act, 1906,the Government of India has the sole right to mint coins and the responsibilityfor coinage vests with the Government. But, The coins areissued for circulation only through the Reserve Bankin terms of the RBI Act.
Functions of RBI
The issuer of the currency:
Issues and exchanges or destroys currency and coins not fit for circulation.
Objective: to give the public an adequate quantity of supplies of currency notes and coins and in good quality.

The Question asks 'India is not a member of which of the organizations given above?'. The others given in the options are also part of World Bank Group. India is not a member of ICSID.

By that logic,labour market regulationis not a component in EoDB report. There are only 10 components, I don't know from where did Forum come up with 11 factors. They are giving same explanation since past 2 tests, which is wrong. I am attaching official ranking screen-shot.

@Hayagreeva there are 2 separate things, one is the Doing Business Report and another is the EoDB index. While EoDB index is calculated on the basis of only 10 parameters, the 11th parameter (labour market regulation) is included in the Doing Business report.

Bhai Read the question! It asks about the Ease of Doing Business Report not index. They are different.
Regulations affecting11 areas of the life of a business are covered:
starting a business, dealing with construction permits, getting electricity, registering property, getting credit, protecting minority investors, paying taxes, trading across borders, enforcing contracts, resolving insolvency andlabor market regulation. The labor market regulation data are not included in this year’s ranking on the ease of doing business.
