As per my knowledge, circle Officer (Anchal adhikari) of Bihar, Jharkhand is just another name of Tehsildar. And as per the notification issued by DoPT, tehsildar are pretty much competent to issue the same.
@Neyawn sir, a small doubt regarding those in government service. Being in temporary service, I had imprudently notintimated My department officiallof giving this exam when I filled the Prelims form (though it clearly mentions here we have to).
Now I am working in another department, albeit temporary again.
I'd like to know your opinion, whether I should officially intimate thepreviousdepartment with abackdateas the DAF requires an undertaking of intimationwithdate of intimation (and proof of receipt as well) ?
Try to follow the procedure. You can write a letter to the previous department informing them in backdate that I am appearing for the examination.
Send it be speedpost or in person and keep acknowledgement slip.
At least inform any one of the employers and ideally both.

You can do any. Take a print out and fill it up. Even Better if you type it out and sign.

My EWS certificate format is same as that of UPSC EWS proforma but it is in Hindi. Will it create any problem in future??
You ca get one later in English or may have to get an affidavit of the translation. Don’t stress on that.

It's given in Prelims notification, Mains notification as well as in DAF Instructions.
Just search 'matriculation' or 'secondary' in any of these documents. You'll find it.
