Statement 1 is incorrect. ECI (Election commission of India) is not authorized to increase the expenditure limit for candidates contesting elections. It can only make recommendations. Any change in the rules related to election expenditure by candidate require the approval of Ministry of Law and Justice. Thus, only centre can increase the expenditure limit.

Statement 2 is incorrect. EC (Election commission) imposes limit on campaign expenditure incurred by a candidate not by a political party.
