Thanks for the review. I always find it difficult to write intro for such types of questions. How do you think i should begin?
I’d say you may avoid lines which are not specifically related to terms or subject in question (Accountability here)& then go for deeper aspects as u mentioned. I’ve come across this understanding that it might look fascinating in our minds to start with such lines (As I used to) but also think how it’d sounds to an examiner with that kind of a workload!!…;)

i think you should write more examples for inaction . the eg you mentioned of public servant indulging in corruption is not an eg of inaction. it is misuse of power .
there is also no inaction in policy formulation wala eg.

You have just covered public servants but i think one or two examples from personal lives should also be given.

Probity requires one to not only follow ethical responsibilities himself but also report or prevent unethical acts by others.
More often than not we turn to the passive definition of honesty i.e not engaging on wrong activites. But history and society make us accountable for not only keeping ourselves away from wrongs but also for distensing ourselves from the right actions.
In personla ives–> one may not spend time with children in oprdr to make money for their secured future. However the children when they grow up would surely question such parent for NOT spending time with them in their childhood
As citizen–> we may be law abiding but we hesitate helping the victim of road accident despite the provision of Samiritan law. Such act of negligence comes to haunt us when our loved ones lie in pool of blood and nobody comes forward for his support. Afterall its waht we, as collecivity as society , chos not to do in the first stage
As an administrator–> we may possess person integrtiy and uproghtness. But we keep neglecting acts of corruption by juniors or colleague. In such case our departemnt gets bad reputation and it takes our personal reputation down the drain as well.
As a leader–> Had Britan intervened timely the situation of Wrd war would not have risen in the first place. Its the inaction of the British which allowed Germany to pull the world into a horrific war..
Thus it would not be sufficent to do morally and legally right thngs. We must also be aware that not doing the right thing is also a immoral act which does not go unaccounted.
pattern of presenting example is good, intro could be better, can use examples like sachin tendulkar who abstained from doing a liquor endorsement..
