Q1. ‘Combative federalism is anathema to the Constitution which prescribes cooperation and collaboration between the Centre and the States’. Analyse in the light of recent friction in Centre-State relations.
Q2. Explain the need to adopt Climate Smart Agriculture practices to make Indian agriculture sustainable.
Q3. Undertrials comprise 75% of India’s prison population. Listing down the reasons for high undertrial prisoners suggest remedial measures.

Good things about your answer:
1. You began with to-the-point definition which is good. Many aspirants write generic random statements which takes up both time and words.
2. You quoted FAO and WB in definition which is again a good practice.
3. You have directly addressed what is asked in the question.
Improvements:
1. Hand-writing: It is very difficult to read, especially due to the curves and line-extensions you tend to add on alphabets. Please keep it simple and write legibly.
2. Some key points were missing: like impact of climate change on farm productivity, the distorted crop pattern etc.
3. ‘Increased use of fertilizers’ – ‘Increased use’ of fertilizers is not bad per se, do mention the negative impact on soil and water bodies etc. or mention over-use
May-be conclude by giving examples of steps taken by Government or work already done on the ground etc.

Part 11 of the constitution deals with centre and state relation, which also shows there must be harmonious relation sharing the spirit of coperative federalism.
Today in the changing dynamics of power and ideological clashes, the basic federal character is hampering and it leads to combative federalism.
Reasons:
1- Quasi federal character of the indian federalism.
2- Deployment of resources. eg: Recently deployment of all india services in centre from their state cadre.
3- Limit of centre jurisdiction eg: CBI vs Westbengal, ED in sushant case.
4- Semi state/UT issue whuch is often in news eg: delhi vs leutinant governor
5- disbursement of resources (objection in 15th finance commission), and policy formation by centre (Kerela objected citizenship amendment bill)
Measures through Coperative and Collabrative federalism:
1- In AP Govt vs Union of india Case, SC stated Governor has no right to use discretionary power under article 174 (Power to summon house time to time).
2- As per recommendation of ARC, states must be granted more power and setup of inter state council under article 263, which is not implemented so far.
3- In Ajit Mohan vs NCT, SC argued that only president have right to decide in exceptional matters like land, police, and public order.
4- All centre investigatory bodies (CBI, ED, NIA) must be backed by statutory law, which clearly signify there ambit of jurisdiction. eg: CBI in delhi special police act.
although there has been ample institution in place like GST council, Niti aayog which promotes the effective decentralisation and promotes coperative and collaborative federalism, but there must be a proper clear subjective divide in their respective domain as per schedule 7 of the counstitution.
