MPLAD Scheme

MPLAD is a central government scheme, under this scheme any MPs are empowered to recommend development programmes involving the spending every year of Rs 5 crore in their respective constituencies.

MPLADS guidelines states that the objective of the scheme is to enable MPs to recommend works of developmental nature with emphasis on the creation of durable community assets based on the locally felt needs to be taken up in their Constituencies. Right from inception of the Scheme, durable assets of national priorities viz. drinking water, primary education, public health, sanitation and roads, etc. are being created. 

 MPs can recommend every year at least 15 per cent of the MPLADS entitlement for the year for SC inhabited areas and at least 7.5 per cent of the entitlement for the year for ST inhabited areas. 

In case any constituency faces difficulty in implementing the provisions relating to SC/ST as stipulated in the Guidelines of MPLADS, owing to inadequate SC/ST population, the exemption from the stipulated provision for utilization of MPLADS funds can be made by the concerned Nodal District Authority with the prior approval of the Ministry of Statistics and Programme Implementation. 

 MPLADS guidelines state that the funds released to the District Authority by the Government of India are non-lapsable. Funds left in the district can be carried forward for utilization in the subsequent years. 

 As per the guidelines the District Authority would be responsible for overall coordination and supervision of the works under the scheme at the district level and inspect at least 10% of the works under implementation every year.
