The Vienna Declaration was a statement to reinforce the Universal Declaration of Human Rights and the United Nations Charter. This led to the starting of the United Nations High Commissioner for Human Rights.

India’s first ever National Environment Survey (NES) will be launched in January, 2019 to map environment data of 55 districts across 24 states and 3 Union Territories. It will rank all districts on their environmental performance and document their best green practices based on various environmental parameters.

It will be carried out by Ministry of Environment, Forests and Climate Change (MoEFCC) through Environmental Information System (ENVIS) and its hubs and resource partners across the country.

It will follow grid-based approach, using grids measuring 9×9 km to collect comprehensive data on various environmental parameters.

The parameters include air, water, soil quality; solid, hazardous and e-waste; emission inventory; forest & wildlife; flora & fauna; wetlands, lakes, rivers and other water bodies. It will also assess carbon sequestration potential of all the districts across the country.

The Union Cabinet has approved the merger of the existing regulatory institutions in the skills space i.e., National Council for Vocational Training (NCVT) and the National Skill Development Agency (NSDA) into the National Council for Vocational Education and Training (NCVET).

The Council would be headed by a Chairperson and will have Executive and Non-Executive Members.

NCVET will regulate the functioning of entities engaged in vocational education and training, both long-term and short-term and establish minimum standards for the functioning of such entities. The primary functions of NCVET will include:

• Recognition and regulation of awarding bodies, assessment bodies and skill related information providers.
• Approval of qualifications developed by awarding bodies and Sector Skill Councils (SSCs).
• Indirect regulation of vocational training institutes through awarding bodies and assessment agencies.
• Research and information dissemination.
• Grievance redressal.

The Foreigners Act, 1946 has been established to enforce a law relating to the legal status and protection of immigrants. It empowers the central government to detain a person until he/she is deported back to his/her own country.

The main objective of this Act is to endow with recommending, regulating and restricting a foreigner amongst other things their presence and their continuous presence in India.

This Act confers several powers to the Central Government in pursuance to the entry of foreigners or immigrants, their presence in our Country and in regard to their departure.

The Central Government may at any time shall maybe ought to require to furnish any particulars or documents for verification and shall make him available at any place for any purpose at any time as and when it is necessary in pursuance to this Act.  

Two-day Global Cooling Innovation Summit will be inaugurated by Union Science & Technology Minister in New Delhi.

About the Summit:

• The Summit is a first-of-its-kind solutions-focused event that will bring together leaders from around the world to explore concrete means and pathways to address the climate threat that comes from the growing demand from room air conditioners.
• The event is jointly organized by the Department of Science and Technology, Government of India, along with Rocky Mountain Institute, Alliance for An Energy Efficient Economy (AEEE), Conservation X Labs and CEPT University.
• The summit will also see the launching of Global Cooling Prize— Mission Innovation challenge that aims to spur development of a residential cooling solution that has at least five times (5x) less climate impact than today’s standard.
