The official language used for communication between the States shall be the language that has been in use at the time of adoption of the Constitution.
If ‘two or more states agree’ Hindi may be used for the official communication between the states.
Article 344 (4) provides for a ‘Committee consisting of thirty members’ for safeguarding language related provisions. It comprises of ‘twenty members from the Parliament and ‘ten members’ from State assemblies
The MHRD has the scope to promote language at the level of education and as the cultural expression.
The MHA is responsible to protect the linguistic rights of language minorities and the promotion of Hindi. However, Hindu language should be promoted ‘without interference with other languages”.
At present, Hindi is not the national language of India. It is used as the raj bhasha (official language).
