You can begin by highlighting the shortcomings in the current system. Like the article mentions, almost 70-90% wastewater goes back into environment untreated. There are issues in our current system of education/training. Public Health and Engg. are considered completely separate fields. Hence there is need for a specialized service that entails both engg and public health/sanitation. This will help in better understanding of the nuances of sanitation/waste water treatment. Some more points mentioned in the article can be added.
Other aspects, you have covered well.

Good one. Some good aspects about the answer:
1. You began with the definition of fortification.
2. You provide clear headings about the upcoming aspect of the answer.
3. Good use of diagrams/schematics.
All these are good practices. Continue with them.

Some improvements:
1. You have not been able to cover the challenges with Universal fortification. Please refer to the article. Issue is that fortification should be need-based. Universal fortification doesn’t take into account the need of the consumer. The article highlights that there is high proportion of population suffering from sickle cell anaemia in Jharkhand. They already have high iron in the body, feeding iron fortified rice will have adverse impact on health. Also there is lack of information and consent of the consumers regarding what they are being fed.
2. In the significance, mention ‘improve status of hunger’ rather than ‘hunger index rank’. Rank is just a measure, focus of the Government should be on removing hunger.

Good answer overall.
Keep writing 🙂
