Questions
1.) The establishment of foreign university branch campuses in India would be beneficial, it is worthwhile to look at the experience of other countries for both positive and negative lessons. Examine the statement.
2.) Critically analyze the functioning of the Inter-State Council in promoting cooperative federalism in India.

Very good answer. In terms of content and structure, all seems good.
In challenges, perhaps 1-2 more points could have been covered like bureaucratic hurdles, check the ‘profit-only’ motive of foreign institutions etc.
Just some more refinement is required in expression. Don’t take these suggestions as nitpicking, but the choice of words can actually distinguish your answers from others, e.g., (a) The statement “NEP has rigid laws”, you can write “more flexibility is required in provisions of NEP” (avoid the word law); (b) Increase political relations, you can use “enhance India’s ‘soft power'”; (c) “sharing their professors” can be reworded as faculty exchange, student exchange, idea exchange etc. The small changes will help you get extra credit.

The content is good, but it is very long. You can cut down on introduction, keep it short. And you have not been able to elaborate much on the aspect of challenges. Some of the points mentioned in the article are missing like how to design incentives for them, bureaucratic hurdles etc.
In terms of structure, the answer is good. A bit more effort required in keeping the content short and relevant, plus ensuring all aspects are covered.
Good attempt. However some improvements can be made:
1. In the introduction, you can highlight the current situation with respect to foreign entry in higher education.
2. Elaborate on the benefits, there are many, e.g., joint-research in emerging areas like vaccine development, AI, quantum computing etc.; faculty and student exchange; enhance employability of Indian students in foreign markets; soft power like the advantage US Universities have.
3. Similarly highlight the challenges like those mentioned in the article, attracting foreign universities to set up campuses here especially when they already have overseas centers elsewhere, bureaucratic delays, checking the ‘profit-only’ sentiment of foreign universities etc. The article further says that current focus is only on top 500 institutions, which should be expanded.
4. The point regarding vernacular/culture is insightful but can be reworded. Idea exchange is good and should be promoted, but should be done in a way that reinforces mutual understanding and is not detrimental to national interests.

Hello….can u please clarif me the exact demand of the questions….? Actually Question has mentioned about TAKING EXAMPLE OF OTHER COUNTRY TO EXAMINE POSITIVE AND NEGATIVE…… that’s.why i am little bit confused 😪😪
Yes you are right, but it is only part of the statement. The question has asked about the benefits of foreign university campuses in India. So you can answer on those lines. Regarding the experience aspect, you can cite them examples (e.g., the Yale-NUS as mentioned in the article), but not as the main theme of the answer.
Nice answer. You provided the Constitutional provisions, and the functions of the Council.
In the shortcomings You could have added couple of more dimensions (a) Like the Council was established only in 1990; (b) The meetings of the Council have been very few and irregular; (c) Lack of a permanent Secretariat, that can drive the meetings/agenda etc. (Please check if this has been established, I’m not sure here).
