Looks great! There is an alternate interpretation of question whether it is asked in GS I (Geography) or GS III (Economy/Agri.). In either case You can include the geographical factors like climate (Temp/rainfall) and soils etc. A map indicating areas of cultivation would be useful (esp. if GS I).
In policy measures, also include promoting R&D to enhance yield and developing new types etc. Rest is good!
