Explanation – Mandamus is issued to compel a public official or body to perform a duty they are legally obligated to complete. However, it cannot be issued against the President of India or the Governor of a State to compel them to perform their duties. This prohibition is outlined in Article 361, which provides immunity to the President and Governors from being answerable to any court for the exercise and performance of the powers and duties of their office.
