News: The Ministry of Culture implements the Kala Sanskriti Vikas Yojana (KSVY) under which financial assistance is provided directly to eligible artists, cultural groups and cultural organizations across the country.

  • Kala Sanskriti Vikas Yojana (KSVY) is a Central Sector Scheme.
  • Nodal Ministry: The Ministry of Culture implements the scheme.
  • Features:
    • Under this scheme,  financial assistance is provided directly to eligible artists, cultural groups and cultural organizations across the country, including those in rural areas.
    • Financial assistance is not allocated on a State-wise or district-wise basis.
    • It supports various forms of performing arts and cultural activities through different components.
    • The Government promotes and preserves tribal art, folk traditions, music, dance, cultural festivals and cultural heritage through the Kala Sanskriti Vikas Yojana (KSVY).
      • Seven Zonal Cultural Centres (ZCCs) have been set up with headquarters at Patiala, Nagpur, Udaipur, Prayagraj, Kolkata, Dimapur and Thanjavur Further to protect, promote and preserve various forms of folk/ tribal art & culture throughout the country.

Financial Assistance for Promotion of Guru-Shishya Parampara (Repertory Grant)
  • It provides financial support to performing arts groups to train artists under the Guru-Shishya tradition.
  • Assistance is provided for 1 Guru and up to 18 Shishyas.
Financial Assistance for Promotion of Art and Culture
  1. Financial Assistance to Cultural Organizations with National Presence: It supports registered cultural organizations with pan-India presence that have spent ₹1 crore or more on cultural activities in 3 of the last 5 years.
  2. Cultural Function and Production Grant (CFPG): It provides financial assistance to NGOs, trusts, universities, etc. for seminars, workshops, festivals, exhibitions, research, and productions of dance, theatre, and music.
  3. Preservation & Development of Cultural Heritage of the Himalayas: It supports research, training, and audio-visual dissemination of Himalayan cultural heritage in J&K, Himachal Pradesh, Uttarakhand, Sikkim, and Arunachal Pradesh.
  4. Preservation & Development of Buddhist/Tibetan Organizations: It supports Buddhist/Tibetan organizations and monasteries for preservation, promotion, and research of Buddhist/Tibetan culture.
  5. Building Grants including Studio Theatres: It provides financial support for creating and upgrading cultural infrastructure such as auditoriums, studio theatres, rehearsal halls, classrooms, and related facilities.
  6. Domestic Festivals and Fairs: It supports organization of Rashtriya Sanskriti Mahotsavs (RSMs) through Zonal Cultural Centres to showcase artists from across India.
Financial Assistance for Construction of Tagore Cultural Complexes (TCC)
  • It supports creation, restoration, renovation, modernization, and expansion of cultural infrastructure such as auditoriums, exhibition halls, seminar halls, and Rabindra Bhawans.
Scheme of Scholarship and Fellowship for Promotion of Art and Culture
  1. Fellowship to Outstanding Persons in Culture: It offers 400 fellowships (200 Junior, 200 Senior) for cultural research for 2 years.
  2. Scholarships to Young Artistes: 400 scholarships worth ₹5,000/month for 2 years for artists aged 18–25 years pursuing advanced training in music, dance, theatre, visual arts, folk, traditional and indigenous arts.
  3. Tagore National Fellowship for Cultural Research: It encourages scholars to undertake research in cultural institutions. It features fellowships and Scholarships for upto 2 years.
Financial Assistance for Veteran Artists
  • It provides financial assistance of up to ₹6,000/month to artists and scholars aged 60 years and above with annual income not exceeding ₹72,000.
  • In case of the beneficiary’s death, the assistance is transferred to the spouse.
