Thinker of the Day | Mark H. Moore
Work – Creating Public Value – Strategic Management in Government
Views – Government should not simply deliver services efficiently it should create value for citizens and society.
- A policy succeeds when it creates meaningful public value has political/public legitimacy and support possesses the administrative capacity to implement it.
Unlike the traditional Weberian image of a rule-bound bureaucrat the public manager should act as a strategic entrepreneur, mobilising resources and building partnerships to achieve public outcomes.
Moore challenges the NPM tendency to focus excessively on efficiency and measurable outputs. Public administration must also consider equity, justice, citizenship and collective outcomes.
The ultimate test of public management is not how efficiently government operates, but whether it creates legitimate and collectively valued outcomes for society.
Keyword of the Day | Neo-Weberian State (NWS) | Pollitt and Bouckaert
It is a modern administrative model that retains Weberian bureaucracy rule of law, professionalism, hierarchy and a strong state while adding citizen orientation, performance, participation and responsiveness
The Neo-Weberian State does not abolish bureaucracy it modernises bureaucracy by combining Weberian legality and professionalism with performance, responsiveness and citizen orientation.
