Views – Government should not simply deliver services efficiently it should create value for citizens and society.
- A policy succeeds when it creates meaningful public value has political/public legitimacy and support possesses the administrative capacity to implement it.
Unlike the traditional Weberian image of a rule-bound bureaucrat the public manager should act as a strategic entrepreneur, mobilising resources and building partnerships to achieve public outcomes.
