Keyword of the Day | Government as a Platform (GaaP)

Government as a Platform means designing the State as a shared digital infrastructure on which different departments agencies and citizens can build and access public services.

Tim O’Reilly popularised the idea of Government as a Platform arguing that government should provide foundational platforms and standards rather than trying to deliver every digital service itself.

  • Dunleavy argued that excessive fragmentation, outsourcing and quasi-markets under NPM created coordination problems and weakened the coherence of government.

  • He identified three major trends in Digital Era Governance: Reintegration – Bringing fragmented government functions back together. Integrated government portals providing multiple services through a single platform.
