The New Public Management has brought about a paradigm shift in the role of government. Discuss.

Thinker of the Day | Wolfgang Sachs

Work: The Development Dictionary – A Guide to Knowledge as Power (1992)

Views

  • Development became a powerful discourse through which the Global South was defined as “underdeveloped.”

  • There is no single path from traditional → modern → developed Development models must respect local histories, cultures and institutions.

  • Externally imposed development programmes may weaken local knowledge, autonomy and community institutions.

  • Sachs favours plural, locally grounded and ecologically sustainable alternatives rather than simply pursuing Western-style economic growth.

for e.g. Large development projects such as dams and mining projects can generate economic benefits but may also produce displacement, ecological degradation and loss of tribal livelihoods.

The anti-development perspective asks not merely how development can be made more efficient, but whether the dominant idea of development itself should be questioned.

Keyword of the Day | Street-Level Bureaucracy

It refers to frontline public officials who directly interact with citizens and exercise discretion while implementing government policies.

Michael Lipsky argues that frontline workers such as teachers, police officers, social workers and welfare officials effectively become “policy makers” because they interpret and apply policies in real-life situations.
