THINKER OF THE DAY II Theodore J. Lowi
Work: The End of Liberalism (1969)
VIEW
- Lowi challenged the assumption that politics alone determines public policy.
argued that different types of public policies create different patterns of political conflict, participation and administrative control.
Lowi’s Policy Typology
1. Distributive Policies – Provide benefits to particular groups or localities, often without clearly concentrated costs..
2. Redistributive Policies – Transfer resources or opportunities between social or economic groups.
3. Regulatory Policies – Restrict or control individual and organisational behaviour. 4. Constituent Policies – Shape or reorganise governmental institutions and the rules of governance.
Lowi’s central insight is that understanding a policy requires examining not only what it seeks to achieve, but also the political relationships and conflicts it generates.
KEYWORD OF THE DAY II Principal-Agent Problem
A situation in which a person or organisation entrusted to act on behalf of another pursues its own interests instead of those of the person or organisation it represents.
Michael Jensen and William Meckling, particularly their work on agency theory in Theory of the Firm is associated with the concept.
