Urban development: Majority of Centre’s assistance to States goes to metro rail, housing projects

According to the Ministry of Housing and Urban Affairs’ data, majority of Centre’s assistance to States has gone to metro rail and housing projects.

Important facts

1. Of the total allocation of Rs.1.32 lakh crore for eight flagship, Centre has allocated ₹53,000 crore (40%) to the States in four years to implement metro projects and ₹33,000 crore (25%) for the Pradhan Mantri Awas Yojana-Urban.
2. The Heritage City Development and Augmentation Yojana (HRIDAY) has not received even 1 percent of the total allocation.
3. Under the Swachh Bharat Mission–Urban (SBM–U), the government has released ₹8,750 crore to the States of which 48% funds have been utilised.
4. The Centre has released ₹18,390 crore for AMRUT till date of which States have utilised 54%
5. the North-Eastern Region Urban Development Programme (NERUDP) and the 10% Lumpsum Scheme of the Ministry of Housing and Urban Affairs, have received 1% of the total allocation

1. Pradhan Mantri Awas Yojana-Urban

• The Pradhan Mantri Awas Yojana (Urban) Programme launched by the Ministry of Housing and Urban Poverty Alleviation (MoHUPA) seeks to address the housing requirement of urban poor and aims at Housing for All by 2022

2. Heritage City Development and Augmentation Yojana (HRIDAY)

• The scheme aims to preserve and revitalise soul of the heritage city to reflect the city’s unique character by encouraging aesthetically appealing, accessible, informative & secured environment.
• The Scheme is being implemented in 12 identified Cities namely, Ajmer, Amaravati, Amritsar, Badami, Dwarka, Gaya, Kanchipuram, Mathura, Puri, Varanasi, Velankanni and Warangal.

3. Atal Mission for Rejuvenation and Urban Transformation (AMRUT)

• It aims to provide water taps to all urban households and augment water supply, sewerage and drainage networks, non-motorised urban transport and development of green and open spaces in 500 mission cities

4. Swachh Bharat Mission–Urban (SBM–U),

• It aims at making urban India free from open defecation and achieving 100% scientific management of municipal solid waste in 4,041 statutory towns in the country.

5. North-Eastern Region Urban Development Programme (NERUDP)

• The scheme is being implemented in the capital cities of 5 North Eastern States viz. Agartala (Tripura), Aizawl (Mizoram), Gangtok (Sikkim), Kohima (Nagaland), shilong (Meghalaya)
• Priority areas include Water Supply, Sewerage and Sanitation, and Solid Waste Management
• The scheme is being implemented with the financial assistance of Asian Development Bank (ADB). ADB contribution is 70% of the cost as loan to the Government of India.
