Why only bureaucrats on information panels, asks SC

  1. Supreme court raised concerns over how government employees or retired ones had consistently been found more suitable than eminent persons from other walks of life as Information commissioners.
  2. The Right to Information Act of 2005 was enacted to ensure accountability in governance.The act itself requires people from varied domains to man the Commissions.
  3. The Central Information Commission (CIC) is a 11 member commission set up under the Right to Information Act,2005 as a quasi judicial body.It is the highest appeal body available to applicants seeking information under the RTI Act.
  4. CIC and members are appointed by the President of India on the recommendation of a committee consisting of (a) Prime Minister as Chairperson (b) the Leader of Opposition in the Lok Sabha and (c) Union Cabinet Minister to be nominated by the Prime Minister.
