Introduction

India–Saudi Arabia relations have witnessed a strategic overhaul in the 21st century, evolving from energy-centric ties to a multifaceted partnership encompassing security, investment, technology, and diaspora engagement. This evolution coincides with Saudi Arabia’s domestic transformation under Crown Prince Mohammed bin Salman’s Vision 2030, which aims to diversify the Saudi economy and modernize its societal structures. Simultaneously, Riyadh’s foreign policy has transitioned from ideological rigidity to interest-driven pragmatism.

Evolving Dynamics of the Relationship

  1. Political Engagement: From Jawaharlal Nehru’s 1955 visit to only six Prime Ministerial visits until 2024, political engagement was minimal. However, PM Modi’s three visits (2016, 2019, 2024) reflect a strategic upgrade. The de-hyphenation from Pakistan, initiated during King Abdullah’s 2006 visit, has deepened under Modi-MbS alignment.
  2. Vision 2030 as a Catalyst: Saudi Arabia’s Vision 2030, launched in 2016, aims to reduce oil dependency and develop sectors like tourism, technology, and renewables. Projects like NEOM city and partial privatization of Aramco offer investment opportunities for Indian firms, especially in IT, pharmaceuticals, and infrastructure.
  3. Foreign Policy Realignment: Saudi Arabia is pursuing a multi-alignment strategy, enhancing ties with China, Russia, and now BRICS (2024 expansion), while also mediating in conflicts like Ukraine and Yemen. This mirrors India’s strategic autonomy and creates synergy for global cooperation.
  4. Social Liberalization: Reforms allowing women to drive, attend public events, and the opening of cinemas, resonate with India’s civil society and diaspora values. The moderate Islam narrative also aligns with India’s secular fabric amid rising extremism.

Opportunities for India

  1. Energy Security: Saudi Arabia remains India’s 4th largest oil supplier.
  2. Investment & Trade: Saudi Arabia is part of the India–Middle East–Europe Economic Corridor (IMEC) announced during G20–2023, enhancing logistics and connectivity.
  3. Diaspora & Remittances: ~2.5 million Indians live in Saudi Arabia, contributing over $10 billion annually in remittances.

Challenges

  1. Geopolitical Volatility: Conflicts in Yemen, Iran-Israel, and oil price fluctuations pose risks.
  2. Pakistan Factor: Despite improved ties, Saudi Arabia maintains religious links with Pakistan.
  3. Diaspora Rights: Indian migrant workers often face labour rights violations.
  4. Authoritarian Governance: Events like Jamal Khashoggi’s killing strain Western partnerships and raise ethical concerns.

Conclusion

India–Saudi Arabia ties are undergoing a historic reset, driven by converging strategic interests and shared aspirations for economic modernization. While opportunities abound under Vision 2030 and pragmatic diplomacy, navigating regional volatility and ensuring diaspora protection remain crucial for a resilient partnership. A calibrated approach leveraging mutual interests and soft power can consolidate India’s strategic foothold in West Asia.
