Introduction
India generates approximately 1.5 lakh tonnes of Municipal Solid Waste (MSW) daily, of which 50% to 60% consists of biodegradable organic (wet) waste. India’s organic waste is simultaneously a sanitation burden, climate liability and economic resource. CEEW estimates a $51-billion opportunity and 26 lakh direct jobs by 2047, exposing the cost of fragmented governance.

Why does India struggle to convert organic waste into assets?
India has moved from the “SWM Rules, 2000 → SWM Rules, 2016 → SWM Rules, 2026,” progressively strengthening segregation, processing and resource recovery. Yet the problem is increasingly one of execution, not legislation. The 2026 Rules reinforce source segregation and local processing, but implementation remains uneven.
Upstream Bottlenecks and Source Contamination

Institutional Reforms to Bridge the Gap
- Unify Departmental Siloes: Establish a dedicated National Bio-Resource Mission that integrates overlapping responsibilities between MoHUA, Ministry of Jal Shakti, Ministry of Agriculture, and MNRE under a single operational portal. Example: Unified Waste Portal.
- Statutory ULB Accountabilities: Tie Central Finance Commission grants directly to verifiable metrics for local waste processing rather than simple collection numbers. Example: Performance Tied Grants.
