News: Vinaya Prakash Singh, a 1988-batch Indian Postal Service officer, has been re-elected as Secretary-General of the Asian-Pacific Postal Union (APPU) for a second consecutive four-year term.

  • Asian Pacific Postal Union(APPU) is an intergovernmental organization.
  • It is the only Restricted Union of the Universal Postal Union(UPU) in the region, which is a specialized agency of the United Nations.
  • Creation Year: It was created in 1961.
  • Headquarters: It is located at Bangkok, Thailand.
  • Purpose: The goal is to extend, facilitate and improve postal relations between member countries and to promote cooperation in the field of postal services.
  • Members: There are 32 member countries of the Asian-Pacific region.

  • Governing Bodies: The UPU consists of 4 bodies:
    • Congress: Congress is the supreme authority of the Universal Postal Union (UPU) and meets every four years.
    • Council of Administration: The Council ensures the continuity of the UPU’s work between Congresses, supervises its activities and studies regulatory, administrative, legislative and legal issues.
    • Postal Operations Council: The Postal Operations Council (POC) is the technical and operational mind of the UPU and consists of 48 member countries, elected during Congress.
    • International Bureau: It fulfills a secretariat function and provides logistical and technical support to the UPU’s bodies.
  • The Secretary General oversees the Union’s activities and also serves as the Director of the Asian Pacific Postal College (APPC), based in Bangkok.
    • APPC is the region’s largest intergovernmental institute for training and development of member states postal staff.
