Cess is a form of tax charged over and above the existing tax liability for a specific purpose as a percentage of the existing tax amount.
It is usually imposed when the centre or state is looking for additional funds. For example, Health and Education Cess. It is not permanent in nature as it is discontinued when the purpose is fulfilled.
