Why in news?

The University Grants Commission (UGC) has approved draft guidelines for institutional leadership development in higher education institutions (HEIs).

About the guidelines

1. The guidelines are inspired by traditional Indian wisdom, particularly the concepts of kaal (time), sthan (place), and patra (actor), for nurturing leadership in academic institutions.

2. Importance: There is need to foster and promote leadership within HEIs to navigate their complexities.

3. Comprehensive Framework: The guidelines present a framework aimed at developing the next generation of academic leaders by balancing personal and institutional growth.

4. Leadership as an Art and Science: The guidelines focus on the blend of artistry and science in leadership, emphasizing mentorship, continuous learning, and an understanding of the unique dynamics within institutions.

5. Balance Between Administrative and Innovative Roles: Effective leadership requires balancing administrative duties with fostering innovation, inclusivity, and industry collaboration.

6. Tailored Leadership Programs: Institutions are encouraged to design leadership programs tailored to local and national challenges, focusing on skill development, strategic vision, and adaptability.

7. Alignment with National Education Policy (NEP) 2020: The guidelines align with NEP 2020, focusing on preparing faculty for leadership in new educational frameworks, such as multidisciplinary approaches, autonomy, and the introduction of an academic bank of credits.

8. Holistic Approach: A holistic approach to leadership development is recommended, integrating personal growth with institutional leadership systems.
