Why in the news?
The Government of India and the Asian Development Bank (ADB) signed a $170 million policy-based loan. The loan aims to consolidate and strengthen India’s health system preparedness and response capacity for future pandemics.
About Strengthened and Measurable Actions for Resilient and Transformative Health Systems Programme
1. About: It is an initiative aimed at enhancing health systems in India.
2. Goals:
i) Strengthen disease surveillance and multi-sectoral response.
ii) Strengthen human resources for health (HRH).
iii) Expand climate-resilient public health infrastructure and innovative service delivery.
3. Alignment with Government Initiatives: The program will help the ongoing efforts by the government in disease surveillance, ensure sufficiency and quality of health professionals and promote climate-resilient public health infrastructure and service delivery. Some of the major government plans and initiatives, including:
i) National Health Policy, 2017
ii) Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM-ABHIM)
iii) National One Health Mission
iv) Efforts to strengthen human resources for health (HRH)
4. Targeted Reform Areas:
i) Disease Surveillance:
a) Establish laboratory networks for infectious disease surveillance at various levels.
b) Build robust data systems for monitoring and coordinating national health programmes for vulnerable groups.
ii) Human Resources for Health:
a) Support policy reforms to ensure adequate and competent health professionals.
b) Implement legislation to regulate and maintain standards of education, services, and professional conduct for health workers.
iii) Public Health Infrastructure:
a) Manage integrated public health laboratories in five states and district critical care hospital blocks.
b) Establish green and climate-resilient healthcare facilities.
c) Support innovative solutions for service delivery.
5. Implementation: The programme will support the inter-sectoral governing body and multi-sector task force in establishing climate-resilient healthcare facilities.
6. Benefit: It will help manage critical care hospital blocks to improve services for infectious diseases and critical illnesses.
