News: The Commission for Air Quality Management (CAQM) has issued directions for implementation of Stage IV of the Graded Response Action Plan (GRAP) to combat air pollution in the National Capital Region.
1. The Graded Response Action Plan (GRAP) is an emergency response mechanism that comes into play to prevent further deterioration of air quality after it reaches a certain threshold in Delhi-NCR.
2. The plan was formulated after several meetings of the Environment Pollution (Prevention and Control) Authority (EPCA), state government representatives, and experts. It was notified in 2017.
3. A subcommittee has been constituted by the CAQM for the operationalisation of GRAP.
4. The four stages of GRAP are incremental and implemented depending upon the air quality.
5. Stage 1 of GRAP is implemented when the AQI is in the poor category (201 to 300), Stage 2 is when the AQI is in the very poor category (301-400).
6. Stage 3 when the AQI is in the severe category (401-450) and Stage 4 when it rises to severe plus category (more than 450).
7. The GRAP has several benefits like offering a structured approach to tackle pollution, allowing efficient resource allocation, and providing for greater flexibility and responsiveness in tackling air pollution.
