  • Policy Implementation is Political, Grindle challenged the idea that policy implementation is merely an administrative/technical exercise. Outcomes depend upon Policy Content + Implementation Context + Administrative Capacity + Political Interests

  • Who benefits? Who bears costs? What resources are involved? – Institutions, political actors, power relations and bureaucratic structures shape outcomes.

  • Even a well-designed policy can fail when administrative capability is weak.
  • Different stakeholders negotiate, resist and reshape policies during implementation.

For e.g. implementation of NEP 2020 varies across states because institutional capacity, political priorities and administrative resources differ.

Policy success is determined not only by what governments decide, but by the political and administrative context in which decisions are implemented.
