THINKER OF THE DAY || L. C. JAIN

Work – Grass Without Roots

View

  • critiqued top-down, bureaucracy-driven rural development schemes, Democratic Decentralisation vs. Bureaucratic Deconcentration

  • Sharply distinguished between delegating authority to District Collectors (administrative deconcentration) vs. transferring power to elected Panchayats (true democratic decentralisation).

  • Operationalising the 3 Fs (Functions, Functionaries, Funds) – Created a 12-notation activity matrix to eliminate functional overlap between state departments and local bodies.

  • Championed the idea that state/national plans must be an aggregation of Gram Sabha and District Plans rather than Delhi/State-capital directives.

Development cannot be delivered like a mail packet it has to be generated from within the community through self-governing institutions.

Keyword of the day || Flattened Organisation

An organizational structure characterized by very few or no levels of middle management between top executives and front-line employees.

It features a wide span of control, where managers oversee larger teams, and decision-making authority is decentralized to foster faster communication, increased employee autonomy, and greater operational adaptability.

PUB AD PYQ VAULT | DAY 64 | PYQ (2016)
