- Mixed Scanning Approach
Developed as a middle path between Rational-Comprehensive Model — Herbert Simon Incrementalism — Charles Lindblom Rational model: Comprehensive examination of alternatives. Incrementalism: Small, successive adjustments.
Etzioni: Combines broad strategic analysis with detailed analysis of selected alternatives.
3 Stages
Broad Scan → Identify major goals and problems.
Focused Scan → Examine crucial alternatives in detail.
Incremental Action → Implement gradually and modify through feedback.
for example Aspirational Districts Programme with broad development objectives with targeted, measurable interventions.
Mixed scanning is a combination of the rationalistic and incremental approaches.
