Views – Government should not simply deliver services efficiently it should create value for citizens and society.

Unlike the traditional Weberian image of a rule-bound bureaucrat the public manager should act as a strategic entrepreneur, mobilising resources and building partnerships to achieve public outcomes.
Moore challenges the NPM tendency to focus excessively on efficiency and measurable outputs. Public administration must also consider equity, justice, citizenship and collective outcomes.
The ultimate test of public management is not how efficiently government operates, but whether it creates legitimate and collectively valued outcomes for society.
