THINKER OF THE DAY | Camilla Stivers

Work – Gender and Governance

Views
1. Feminist Critique of Public Administration Stivers challenges the assumption that administration is entirely gender-neutral. Administrative structures and supposedly universal principles may reproduce patriarchal values and exclude women’s experiences.
2. Gender and Bureaucracy She highlights how bureaucratic norms, organizational hierarchies and professional expectations can privilege traditionally masculine models of leadership.
3. Women and Public Administration Her work draws attention to women’s historical contributions to public service and the exclusion of women’s voices from mainstream administrative theory.
4. Ethics of Care and Democratic Administration Her feminist perspective encourages greater attention to relationships, care, inclusion, responsiveness and the lived experiences of citizens.
Women’s participation in Panchayati Raj institutions through constitutional reservations illustrates how representation can challenge established power structures. However, proxy representation and patriarchal social norms show why numerical inclusion must be accompanied by substantive empowerment.
A genuinely democratic administration must not merely accommodate women within existing structures; it must also critically examine the gendered assumptions embedded in those structures.

KEYWORD OF THE DAY | CRITICAL THEORY

Critical Theory is an approach that questions existing power structures, domination and ideological assumptions to promote emancipation, human freedom and a more democratic society.

Associated primarily with the Frankfurt School, it draws on the works of Max Horkheimer, Theodor Adorno, Herbert Marcuse and Jürgen Habermas.
