    Problem Stream
    → How conditions become recognised as public problems. Policy Stream
    → Policy alternatives developed by experts, bureaucrats, think tanks and academics. Politics Stream
    → Political climate, elections, public opinion, interest groups and changes in government.

When the three streams converge, a policy window opens. Problem + Policy + Politics –

Policy Entrepreneurs
Policy entrepreneurs invest resources in promoting particular solutions. They exploit policy windows and couple the three streams.

Kingdon shows that policy change is less a linear rational process and more a contingent coupling of problems, solutions and political opportunities.
