Work – Transforming Local Governance – From Thatcherism to New Labour
Views

– rejects the idea of government as a single, sovereign hierarchy. Governance operates through self-organizing, polycentric networks that blur the traditional boundaries between the state, market, and civil society.

– Public institutions move away from direct, bureaucratic service delivery. Local bodies transform into strategic “enablers” and “conveners” brokering deals, aligning stakeholders, and mobilizing external resources.

  • Replaces the narrow market efficiency, contract-driven logic of New Public Management (NPM) with a focus on public value. Success is measured by public trust, democratic legitimacy, social cohesion

  • State actors do not hold absolute authority; they depend on non-state actors for financial capital, technical expertise, and local legitimacy. Decision-making requires ongoing bargaining and coalition-building.

  • Citizens are treated as co-producers of public goods rather than passive consumers. Public policy relies on deep civic engagement, participatory institutions, and community deliberative processes.

  • Complex, cross-cutting challenges (such as urban poverty, climate resilience, and public health) cannot be solved by state mandates alone they necessitate flexible, multi-institutional, network-based responses.

  • The primary role of state leadership becomes “metagovernance” designing the rules of engagement, mediating network conflicts, and ensuring public accountability across network partnerships.

He emphasizes that complex societal problems cannot be solved by government alone instead public value is created through collaborative, autonomous networks where state agencies, local bodies, private firms, and citizens operate in mutual dependence.

Local authorities act as local “enablers” and coordinators rather than mere implementers of state mandates, reshaping state-local relations into dynamic partnerships aimed at building democratic legitimacy and collective decision-making.

Keyword of the day || Neighbourhood Management Strategy

An area-based administrative model that decentralizes service delivery, governance, and decision-making to the sub-local or community level. It coordinates public services (e.g., sanitation, policing, housing) through localized management networks and active citizen participation to address place-specific socio-economic problems.
