- Evaluation should not be restricted to the programme’s predetermined objectives. The evaluator should also identify unintended outcomes.
Formative- conducted during implementation → improves the programme.
- Summative – conducted after implementation → assesses its overall merit and worth.
A programme may be well implemented (merit) but still have limited value (worth) if it does not address the real public need.
Say PM POSHAN – Evaluation should examine not merely the number of meals served, but also nutrition outcomes, school attendance, inclusion and unintended effects.
Evaluation should assess not merely whether a programme achieved its objectives, but whether those objectives and the programme itself were worth pursuing.
