Work – The Theory of Public Finance (1959)

  • Three Functions of Public Finance

Allocation: Which level of government should provide which public service? Distribution: Which level should undertake redistribution to reduce inequality? Stabilisation: Which level should manage macroeconomic stability?

  • Public services should ideally be provided by the lowest level capable of delivering them efficiently, especially when benefits are geographically concentrated.

  • A federal system may have Expenditure responsibilities ≠ Revenue-raising capacity which produces vertical fiscal imbalance.

  • Intergovernmental transfers can serve different purposes Equalisation → reduce regional disparities Conditional grants → encourage specific national priorities Unconditional transfers → provide fiscal autonomy

Musgrave’s fiscal federalism is essentially a problem of matching the scale of public responsibility with the scale of fiscal capacity, while simultaneously balancing efficiency, equity and macroeconomic stability.
