  • Governance beyond Government – Collective problem-solving involves governmental and non-governmental institutions.

  • Network Governance – Governance can operate through networks of agencies and organisations rather than a single government department.

  • Good Governance should complement managerial efficiency.

  • Public Administration in Transition – Administrative thought must respond to changing state society relationships and new forms of collective action.

Mohit Bhattacharya’s broader conception of governance shifts attention from government as a formal institution to governance as a network of multiple agencies and social organisations engaged in collective problem-solving.
