It refers to a system in which public administration becomes a major instrument of governance performing functions far beyond traditional law and order duties such as regulation, welfare, development, economic management and service delivery.
Dwight Waldo in the Administrative State (1948) highlighted the growing significance of administration in modern democratic government and challenged the idea that administration could be understood purely through efficiency and technical rationality.
