Statement 1 is incorrect. The President of India does not have the sole constitutional power to grant a community the status of a Scheduled Tribe. Under Article 342 of the Constitution, the President can issue a notification specifying tribes as Scheduled Tribes after consulting with the Governor of a State or the Administrator of a Union Territory. However, any subsequent inclusion or exclusion from this list requires an Act of Parliament (Article 342(2)).
Statement 2 is correct. Social and economic backwardness is one of the criteria used to determine whether a community qualifies for Scheduled Tribe (ST) status, along with primitive traits, geographical isolation, distinct culture, and shyness of contact with the mainstream population.
