The concept of “D-voter” (Doubtful Voter) is unique to Assam and was introduced in 1997 by the Election Commission of India during a revision of the state’s electoral rolls. Such individuals are barred from voting or contesting elections until their citizenship status is verified by Foreigners Tribunals.
